Mr Fong took up the post of CEO of the Hong Kong General Chamber of Commerce on September 1, 2006. Prior to this position, he was the Principal Hong Kong Economic and Trade Representative (Tokyo) between 2002-2006.
Mr Fong had worked in the Hong Kong Government for over 20 years prior to joining the Chamber, holding various postings including Deputy Secretary for Transport, Deputy Secretary for Security, and Director of the Hong Kong Economic and Trade Office in New York. He also headed the Secretariat for the Hong Kong Port and Maritime Board and the Hong Kong Logistics Development Council.
Before his posting in Tokyo, he was Deputy Secretary for Economic Services of the HKSAR Government. His portfolios included port, maritime and logistics development.
Born and raised in Hong Kong, Mr Fong received a Bachelor of Social Science Degree (Business and Economics) from the University of Hong Kong, a Master of Technology Management Degree (Global Logistics Management) from the Hong Kong University of Science and Technology, and a Master of Science in Global Finance Degree from the HKUST Business School and New York University Stern School of Business. He was a Professional Fellow at Columbia University and undertook post-graduate studies with Oxford University and Harvard University.
